Lilongwe District Council salaries to delay
Civil servants who receive their salaries through Lilongwe District Council will receive their September salaries late following a breakdown of the main server at the Department of Human Resource Management and Development.
Lilongwe District Commissioner, Lawford Palani, has confirmed the development, saying the civil servants should not expect their salaries soon.
According to a letter dated September 26 2017 from the Lilongwe District Council addressed to all directors and section heads, there will be a slight delay for September salaries.
“I wish to inform all section heads and all members of staff under Lilongwe District Council that there will be a slight delay for September 2017 salaries. This has been the case due to [breakdown] of the main server at the Department of Human Resource which has also delayed salary processing,” reads part of the letter.
In an interview, Palani confirmed the authenticity of the letter, saying the council received communication that salaries would be delayed.
Ministries that are going to be affected are Health, Education and Agriculture.
The development has since angered the Civil Service Trade Union (CSTU), which has said the tendency of delaying salaries is worrisome as it happens often in the country.
CSTU General Secretary, Madalitso Njolomole, said such delays frustrate civil servants.
“The system is breaking down very often. It is painful that every month we should be receiving salaries late; we have families to take care of. Government should see to it that this problem is taken care of once and for all,” he said.
Last month, civil servants—mainly those serving in the Malawi Police Service, National Assembly and the Ministry of Natural Resources, Energy and Mining—did not have their August salaries on time due to late submission of Government Paper No 5A (GP5A) to the Office of the Accountant General.
