Minister orders stadium structure demolition

Minister of Local Government and Rural Development, Kondwani Nankhumwa, on Tuesday ordered the demolition of structures being erected as part of Mangochi District stadium project worth K403 million.

The minister has also ordered the Chinese Contractor, China Gansu, to destroy concrete bricks meant for the project, saying they were of poor quality.

Speaking in an interview after touring the project site at old air strip, Nankhumwa expressed concern with the quality of work that the contractors are putting up in the districts of Kasungu, Rumphi and Mangochi, where government is implementing Local Development Fund (LDF)-financed projects such as stadia.

“What we have agreed with the contractor in Mangochi is for them to demolish the structures and start all over again in order to make sure that quality work is being done,” Nankhumwa said.

He further revealed that after assessing the progress, government will next week review the contracts for the contractors to ensure that they are abiding by the terms and conditions provided in their tender documents.

“The challenge that we have discovered is with our procurement system. Most contractors are only good at putting together good proposals, but their output has been disappointing. In some cases, borehole drilling contractors have been awarded contracts to construct a stadium. This is affecting the progress and quality of the projects which government is currently implementing,” he said.

With the case of Mangochi, the minister said the constructor will bear the costs for the structure earmarked for demolition, adding that government will not extend the August 2016 completion deadline.

After touring the stadium site, the minister presided over the official hand-over of a K320 million multipurpose Hall and office complex for Mangochi Town Council.

Both of these projects, which are being implemented through LDF, have been funded by the Germany government through KfW development Bank.
