Ministers cautioned for being on Whats-App
By Faith Kadzanja:

Mangochi-Malombe Member of Parliament (MP) Misolo Musa Kapichila Wednesday took to task Cabinet ministers for wasting time on their mobile phones during Parliament sessions.
“Our Cabinet ministers do not look serious about the developments in this House. I have found out that most of the times, when the members are contributing, some of the ministers are busy going out of the House, some are busy sending Whats-App messages and, sometimes, busy going up and down chatting,” he said.

Kapichila said ministers in other countries take parliamentary deliberations seriously.
“I see how busy and serious ministers in those countries are; so, my plea to the honourable ministers is that whenever they come to this House, they have to be attentive and listen to what the legislators are saying,” he said.
But Minister of Health, Jappie Mhango, said the ministers do not take notes in the House because other officials do so on their behalf.
But Kapichila said he was not satisfied with Mhango’s response.
