Pac queries MRA over NIS payout

The Public Accounts Committee (Pac) of Parliament has taken Malawi Revenue Authority (MRA) officials to task over a K25 million payment they made to National Intelligence Services (NIS) for unknown services.

The Auditor General’s report for the year ended June 2019 shows that MRA officials failed to provide documents justifying why the money was paid to NIS.

Pac Chairperson Shadric Namalomba said the committee suspected that the money in question was not meant for NIS but rather other suspected fraudulent acts.

He said the committee wanted a detailed explanation on why the payment was made.

“Even the MRA Commissioner General [John Biziwiki] admitted that the institution has no documentation to back up the payment. He told the committee that since he joined the institution in 2020, MRA has never made any other payment to NIS, which is why we suspect that there was foul play in the case of the transaction that was made with NIS,” Namalomba said.

Biziwick admitted the query in the audit report.

He said he understood that NIS was helping the institution address the problem of smuggling but that there was no signed agreement validating the working relationship.

“Of course, I am new at the institution and since I joined the institution there has been no other such transaction made with NIS. We will sit down and understand why that money was paid to NIS,” Biziwick Said.

Meanwhile, Pac has given MRA 14 days to report back to the committee on what actually happened for the payment to be made to the espionage and counter-espionage agency.
