President Peter Mutharika has told Cabinet Ministers that he expects success in the reforms that government is implementing warning that he will not accept under-performance by the ministers.
Mutharika made the remarks in Lilongwe Tuesday during the signing ceremony of performance contracts with Ministries of Lands Housing and Urban Development, Industry and Trade, Justice and Constitutional Affairs and Sports and Culture.
“As four new ministries join this reform journey, I wish to congratulate you and encourage you to provide sound political leadership to make these reforms work in your respective ministries.
“However, let me warn you that signing and implementing are two different things. I want results just like the pioneer ministries have demonstrated. Underperformance will not be tolerated,” he said.
Vice President Saulos Chilima, who is also Chairperson of the Public Service Reform Commission said reforms are yielding the intended results.
“Even if reforms were moving at a snail’s pace or chameleon pace, it is a pace anyway. Reforms are here to stay. They are not a rehearsal,” Chilima said.
He cited the improvement in days when teachers receive their salaries, improved efficiency at the Road Traffic Department and decentralisation of passport printing system by the Immigration Department as some of achievements of the reforms.
Ministers Atupele Muluzi, Joseph Mwanamvekha, Samuel Tembenu and Grace Chiumia signed on behalf of their respective ministries.
Among others, the Ministry of Industry and Trade, wants to create an enabling and competitive environment for private sector development, empower Malawians to participate in economic activities; and help to expand domestic and international market share for Malawian products and services.
The Ministry of Justice and Constitutional Affairs has committed to embark on reforms that will help promote the rule of law through the provision of professional legal services in a transparent and accountable manner in order to ensure a just, fair and democratic society.
Specifically, the ministry wants to introduce on-line Malawi Business Registration System (MBRS) of companies and business.
On its part, the Ministry of Sports and Culture, plans to revise management structure for sports in the country, improve planning, implementation and coordination of sports programmes in the country as well as establishing an incentive and welfare programme for sports persons.
Mutharika launched the reforms on February 11, 2015. At the function, seven ministries and one department signed Performance Contracts for the period February, 2015 to December, 2015.
