Vice President Saulos Chilima is expected to launch the Malawi Institute of Procurement of Supply (MIPS) Act which was passed by the National Assembly in November 2015 and was assented to by President Peter Mutharika in January this year.
Chilima is expected to launch the Act at Bingu International Conference Centre (BICC) on Thursday June 2, 2016.
MIPS president, Edington Chilapondwa, said the piece of legislation will help improve the image of the procurement profession in the country.
“The launch [of the MIPS Act] is another milestone in the history of Malawi as we combine efforts with government in combating corruption and advocating for good procurement practices in all sectors of the economy,” said Chilapondwa.
He said the act provides for the licensing of members to practice the procurement and supply management profession without which, no person will be allowed to practice the profession in the country.
“It is expected that procurement of goods, services and works for both the public and private sectors will be undertaken by properly qualified and licensed professionals who will be required to live by certain minimum ethical and professional standards. This should result in an improvement in the way procurement will be undertaken,” said Chilapondwa.
He said the act could not have come at a better time when the procurement profession is at times riddled with unfair practices and corruption allegations.
Chilapondwa also said the MIPS Act regulates the behaviour of its members and those who fall short of set minimum ethical and professional standards will be dealt with according to law.
“We are appealing to the general public particularly all procurement and supply professionals from both the public and private sectors to take note of this positive development. The act will enhance the procurement profession and check graft so that our economy should improve because resources will be used for its intended purposes,” said Chilapondwa.
MIPS was established on November 20, 2008 as a limited company by guarantee with a vision to promote procurement and supply in Malawi by enforcing high standard of efficient and professionalism.
