LAUNCHED— Silungwe (right) and Kayuni unveil the strategy

Attorney General Chikosa Silungwe has urged Malawians to stop praising dishonest people.

Silungwe was speaking in Lilongwe Thursday during the launch of a Coordination Strategy on Investigation and Prosecution of Finance and Related Crimes (2020).

The strategy is part of ongoing efforts to strengthen capacity in investigations, prosecution and recovery of assets related to offences that range from assault, financial crimes to murder committed between 2014 to 2020.

“We must not applaud clearly dishonest lifestyles. Every person in this country must embrace a lifestyle audit,” Silungwe said.

He described the launch of the strategy as a strong statement of intent, saying the Tonse Alliance-led administration would seriously combat crimes relating to common assault, financial and related crimes and murder that occurred between 2014 and 2020.

“The strategy is rooted in the Constitution; particularly sections 13 and 42. I have repeatedly said that our constitutional order is informed by three concepts: People Sovereignty; Public- Social Trust; and Open Government. The people of Malawi are the most important constituency in the State. Those holding public office do not do so for their own egos. They do so on the trust of the people of Malawi that they shall discharge the obligations of their office according to law,” Silungwe said.

Director of Public Prosecutions Steven Kayuni described the launch of the Coordination Strategy on Investigation and Prosecution of Finance and Related crimes (2020) as a milestone.

“In order to achieve the objective, public institutions, which are key to investigations, prosecutions and recovery of assets or proceeds of crime, have to coordinate in criminal law enforcement so as to reduce cases of crime,” Kayuni said.

Reserve Bank of Malawi Governor Wilson Banda said the bank was pursuing cases involving about $30 million in court, adding that the launch of the strategy would help it coordinate with other players to ensure the speedy conclusion of the cases.
