Civil society organisations (CSOs) have resuscitated calls for the country to review guidelines that govern the pardoning of prisoners.
The guidelines were last reviewed in 1999.
Centre for Human Rights, Education, Advice and Assistance Executive Director Victor Mhango said that it was important to review the guidelines.
“We have been hearing that there are guidelines which are only on paper. So, it is important to widen the guidelines,” he said.
