The government is walking a tightrope between protecting local traders from unfair competition and upholding its obligations towards refugees.
Homeland Security Minister Peter Mukhito said Sunday that the government would regulate legal businesses and deal with illegal ones while ensuring that refugees were treated in accordance with humanitarian obligations.
