Chief Secretary to the Government Justin Saidi has warned that poor performance in the public sector will no longer be tolerated, saying a new digital reforms system will expose institutions that fail to deliver results.
Speaking at the launch of the Public Sector Reforms Information Management System in Lilongwe, Saidi said the platform would tighten oversight on ministries, departments and agencies (MDAs) by linking reforms directly to measurable performance outcomes.
He said his office had directed all institutions to submit monthly performance reports, adding that the new system would make it easier to verify whether reforms being reported are actually improving service delivery.
“The system will allow MDAs to develop reform contracts, align them with national priorities and record progress in a structured and standardised manner.

“We cannot submit reports without linking them to the reforms institutions are undertaking and how those reforms are affecting performance,” Saidi said.
United Nations Development Programme Deputy Resident Representative Charles Chika supported the Chief Secretary’s stance, saying the absence of a reliable data management system had allowed poor performance to persist unchecked across government institutions.
“The lack of an effective data system has limited the government’s ability to track reforms across more than 120 institutions,” Chika said.
The Public Sector Reforms Information Management System is expected to be rolled out across all MDAs as part of broader efforts to improve service delivery, accountability and performance in the public sector.
