The rains had just begun in Mwanje Ward.
As the first storms carved through dusty tracks and washed away footbridges, villagers remembered a promise once made: that their roads would be rebuilt, that their lives would no longer pause each time the clouds gathered.
That promise had a name: Douglas Mkweza.
In 2021, he walked from village to village in gumboots, pledging to be the voice of the forgotten.

He promised that the grader, a powerful machine gifted by the government, would tear through the hills, open market routes, and end the stories of mothers giving birth by the roadside.

That never happened.
Last week, that same grader meant to pave the future became the centre of a scandal after Mkweza was convicted for attempting to sell it for personal gain.
On February 15, 2023, Mkweza offered for sale the grader, a government property, to a Tanzanian national.
Suspicious well-wishers tipped the police who failed to arrest Mkweza because he had already escaped.

Days later, Mkweza surrendered himself to Chiradzulu Police.
While the sale was foiled and the machine recovered, the shock of betrayal now runs deep in the community.
On Monday, the First Grade Magistrate Court in Chiradzulu sentenced Mkweza to two years in prison.
But the sentence was suspended for the same period, meaning he will serve no jail time unless he commits another offence.
“That grader was our lifeline. When someone falls sick at night, we carry them in wheelbarrows. When the rivers rise, children miss school. That machine could have changed all that and he tried to cash it in,” said Chitosi Innocent, a smallholder farmer in the area
Chitosi said what pains him is how Mkweza drifted away from the community long before the scandal.
“He stopped calling meetings, stopped following up on borehole repairs, stopped answering our questions. The trust we gave him, he threw away,” he said.
Shop owner Morson Mweru also said Mkweza abandoned his duties within the first year.
“At first, he was attending meetings and checking on development projects. Then he disappeared. When floods came and people needed help, his phone was off,” he said.
The grader in question was part of a rural road rehabilitation initiative under the Roads Authority.
It had been assigned to remote wards like Mwanje where terrain and weather have made development slow and dangerous.
During sentencing, Magistrate Smart Maluwasa said that the court had considered Mkweza’s status as a first-time offender and the recovery of the grader.
“The court recognises the seriousness of the offence but has weighed in the mitigating factors,” the magistrate said.
Governance experts, however, argue that the ruling fell short of expectations.
“This is a serious case of abuse of public office. It’s not just about the asset; it’s about a breach of trust. A suspended sentence does not deter future misconduct,” said Willy Kambwandira, Executive Director of the Centre for Social Accountability and Transparency.
Kambwandira said Malawi risks normalising corruption if public officers who misuse their positions are not held fully accountable.
“We are telling duty bearers that they can steal, and still sleep at home. That’s dangerous,” he said.
Section 283 of the Penal Code, which prescribes harsher penalties for theft by public servants.
Under the law, such offences carry more weight than ordinary theft because of the trust and responsibility placed on elected officials.
The Malawi Local Government Association offered a more measured reaction.
Executive Director Hadrod Mkandawire said that while the conviction was not custodial, it carried political consequences.
“He can no longer contest for public office for the next seven years. That’s a heavy blow in itself,” he said.
The grader, now at the council yard, awaits reassignment, its wheels still clean, its mission unfulfilled
