CHAPMAN—A new relationship with African countries was needed
SHARE

By Wezzie Gausi:

The United Kingdom (UK) has drawn a clear line under its traditional aid-led relationship with Africa, recasting the continent as an investment destination rather than a development cause.

The shift, announced under the UK’s new Africa Approach, signals harder choices ahead for African governments as development support becomes more closely tied to returns, influence and strategic interest.

Launching the policy in London, UK Minister for Africa Baroness Chapman was explicit about the change in direction.

“First, we are moving from donor to investor,” she said.

“We are going to go further to unlock investment and trade, helping African and British businesses create quality jobs, economic opportunities, and prosperity,” Chapman added.

The language marks a sharp departure from decades of UK engagement centred on grants, social programmes and poverty reduction.

While aid has not disappeared, it has clearly been pushed to the margins. Growth, trade, private capital and market access now sit at the centre of the relationship.

Chapman framed the shift as a response to African voices who, she said, no longer want a donor-driven model.

“When this government came into office last year, we were clear that a new kind of relationship with African countries was needed,” Chapman said, adding that the old approach reflected “an era of aid programmes” that failed to focus enough on manufacturing, supply chains and economic growth.

Economist Velli Nyirongo said for African countries, this signals a tougher environment.

“Countries with weak institutions, fragile politics or limited market appeal may struggle to attract capital, even as traditional aid flows tighten.

“The transactional nature of the new approach is also evident in areas such as migration and security. Cooperation is framed as mutual, but African governments are expected to shoulder more responsibility for managing migration and regional instability that directly affect UK interests,” Nyirongo said.
