By Mercy Matonga:
Youth and Society has written to the Attorney General seeking clarification on the handling of corruption cases linked to Zuneth Sattar, as well as growing concerns over the use of constitutional powers by the Director of Public Prosecutions (DPP) to discontinue criminal proceedings.
In a letter dated March 2, 2026, and signed by Yas Executive Director Charles Kajoloweka copied to Minister of Justice, Charles Mhango, the organization said the issues were raised during multi-stakeholder dialogues held on November 27, 2025, and February 22, 2026.
Kajoloweka said that the acting Director General of the Anti-Corruption Bureau (ACB), Gabriel Chembezi, indicated that a request for Mutual Legal Assistance (MLA) from the United Kingdom’s National Crime Agency (NCA), submitted to the AG’s office in 2022, remained unaddressed.
“We maintain that the Supreme Court’s decision does not preclude your office from now facilitating this request to regularize the process.

“Given the significant public interest in the Sattar cases, it is vital that these proceedings are not permitted to lapse due to procedural inaction,” the letter reads.
The letter also raised concerns that the discontinuance of financial crime proceedings has often appeared to serve the interests of politically connected individuals rather than the principles of justice and accountability.
“We note with concern instances where the DPP has bypassed resolutions from the Legal Affairs Committee of Parliament—most notably in Criminal Case Number 868 of 2023 (Republic vs. Prakash Virji Ghedia et al.),” the letter further states.
Spokesperson for Ministry of Justice spokesperson Frank Namangale confirmed that the AG’s office has received the letter.

“The Attorney General… will attend to the issues in due course. Some of the matters require consultation,” Namangale said.
