The High Court has refused to stop the Malawi Revenue Authority (MRA) from implementing the Electronic Invoicing System (EIS), handing government a victory in an application that sought to suspend implementation of the new online invoicing regime.
The ruling follows an application by businessman Upson Mkandawire, who sought permission to commence judicial review proceedings against the Minister of Finance, MRA Commissioner General and Attorney General over the Value Added Tax (Electronic Invoicing System) Regulations of 2026.
